The right of the child to a family environment: experts discussed challenges and proposals

On December 12, 2025, a joint event of the UBA Committee on Civil, Family, and Inheritance Law and the Ukrainian Child Rights Network was held in Kyiv under the title “The Right of Every Child in Ukraine to Grow Up in a Family Environment: Challenges and Proposals".

The event served as a platform for professional discussion of topical issues related to the implementation of the right of the child to family-based upbringing in the context of reforming the child protection system in Ukraine. Participants focused on analyzing the Strategy for Ensuring Every Child's Right to Grow Up in a Family Environment for 2024-2028, practical challenges in working with families, legislative initiatives, and the role of judicial practice in safeguarding the best interests of the child.

Particular attention was paid to the specialization of judges in family and children’s cases, the consideration of cases concerning a child’s right to a family environment, the role of lawyers in interdisciplinary teams, as well as practices related to the reintegration of children into their biological families and advocacy for changes in legislation.

The event was moderated by Olena Sibirtseva, member of the UBA Committee on Civil, Family, and Inheritance Law, counsel at AGA Partners, attorney at law.

The participants emphasized the importance of ensuring the right of every child in Ukraine to grow up in a safe family environment, as well as the need for further development of interagency cooperation, improvement of legislation, and raising the standards of work of specialists.

The event facilitated a constructive exchange of ideas, practical cases, and proposals for improving the system of protecting children's rights and confirmed the relevance of further advocacy for reforms in this area.
