Russia found guilty of crimes against humanity for drone attacks and deportations of civilians
The United Nations Independent International Commission of Inquiry on Ukraine, in its latest report presented to the UN General Assembly on 27 October 2025, concluded that the Russian authorities systematically coordinated actions to forcibly displace Ukrainian civilians by conducting drone strikes on frontline areas and deportations from occupied territories.
Crimes against humanity: murder and forcible transfer of population.
War crimes: deportation and unlawful transfer of civilians from the Zaporizhzhia region.
According to the Commission, for over a year the Russian armed forces systematically targeted civilians along the right bank of the Dnipro River—across Dnipropetrovsk, Kherson and Mykolaiv oblasts—striking residential buildings, medical facilities, energy infrastructure and even ambulances. The documented incidents include intentional repeated attacks on the same civilian objects and the use of incendiary munitions.
The Commission confirmed that Russian military units operated under the centralized command of the “Dnepr” Group of Forces and used drones with the deliberate intent to terrorize the civilian population.
Separately, the report documented the forcible transfer and deportation of Ukrainian civilians from occupied areas of Zaporizhzhia oblast, whom Russian authorities arrested, subjected to torture, confiscated identity documents, and subsequently forcibly transported to Georgia or to territories under the control of the Government of Ukraine.
