Fifth Session on Procedural Reform Held in Kyiv

On June 5, 2025, the UBA Procedural Law Committee held the fifth event in its ongoing series of discussions focused on improving procedural legislation. The session took place in Kyiv.

The initiative builds upon the Concept for the Improvement of Judicial Procedures, presented at the XII UBA Judicial Forum on December 6, 2024. In response, the Committee launched a series of expert meetings aimed at discussing the key provisions of the Concept and developing legislative proposals.

This session focused on a particularly relevant topic — enhancing access to the Supreme Court. Participants discussed a comparative table of legislative amendments aimed at improving access to cassation proceedings.

The discussion was moderated by Sergiy Gryshko, Chair of the UBA Procedural Law Committee and Managing Partner at Queritius Ukraine.

Oleksii Koltok, Committee Board Member and Partner at Sayenko Kharenko, delivered a keynote presentation on the challenges and prospects for reforming cassation proceedings.

The event also featured contributions from judges of the Supreme Court (Cassation Civil Court Panel) — Vladyslav Shypovych, Dmytro Hudyma, and Iryna Lytvynenko. They shared insights on directions for reform and offered practical ideas to improve access to the cassation instance.

This event marks another important step in implementing the Concept for Judicial Procedure Improvement, as introduced at the XII UBA Judicial Forum. The Committee will continue this discussion series and will soon announce the next session.
