The UBA Supported the Preparation of the Fourth Ukraine Accountability Project Report: Extensive War Crimes Committed by the Russian Federation Documented
The international initiative Global Accountability Network (GAN) has presented the Fourth Edition of the Ukraine Accountability Project Report, dedicated to documenting war crimes, crimes against humanity, and the crime of aggression committed by the Russian Federation against Ukraine. The preparation of this report was carried out with the support of the Ukrainian Bar Association.
The report covers the period beginning on 24 February 2022 and is based on open-source research, including photographic and video evidence, as well as eyewitness testimonies. The information was collected and analyzed by an interdisciplinary team of researchers from the United States.
This publication represents the Fourth Edition of the Ukraine Accountability Project — an initiative aimed at building a comprehensive evidentiary record to support the establishment of a future international criminal tribunal. The report provides an overview of international legal mechanisms for accountability, legal analysis of specific incidents, representative charges, and outlines individuals who may bear responsibility for the commission of these crimes.
Special attention is given to the historical and legal context of the Russian aggression against Ukraine, as well as the existing international accountability mechanisms available to the global community. The authors call upon the international community not to remain silent, emphasizing that silence in the face of mass atrocities is a form of complicity.
The report underscores that the work of GAN will continue: the Ukraine Accountability Project will further expand its evidentiary and analytical base to support future international accountability efforts.
