PACE is the first international organization to recognize Russia as a terrorist regime

The Parliamentary Assembly of the Council of Europe adopted a resolution calling the Russian federation a terrorist regime. PACE became the first international organization to recognize Russia as a terrorist state.

The resolution was adopted unanimously, 99 deputies voted for it, and 1 abstained.

The document entitled " Further escalation in the Russian Federation's aggression against Ukraine" states “This aggression must be unequivocally condemned as a crime in itself, as a violation of international law, and as a major threat to international peace and security."

An amendment was also included in the resolution urging to provide air defense systems for Ukraine to protect the civilian population.

The Assembly also voted to speed up the creation of the Special International Tribunal for prosecuting the crime of aggression against Ukraine and establishing a comprehensive international compensation mechanism, including an international register of damages.

The Ukrainian Bar Association welcomes such a decision of the PACE as a decisive step towards creating a Special International Tribunal and bringing to justice those guilty of war crimes committed in Ukraine.

As previously reported, on October 6, 2022, the UBA published an appeal urging the soonest possible establishment of a Special Tribunal for the crime of aggression against Ukraine.
