Dialogue between the judiciary and civil society: UBA joins discussion on the future of justice during wartime

On 1 July 2025, the Supreme Court of Ukraine hosted a thematic meeting as part of the visit by ambassadors of OSCE participating states. The event focused on the resilience of Ukraine’s judiciary during wartime and explored pathways for its development in line with international standards.

Participants discussed the challenges facing the judiciary, the progress of judicial reform, the importance of transparency and accountability, and the need for closer cooperation with civil society and the media. The conversation centred on the role of justice in the context of armed aggression and the importance of international support in strengthening institutional resilience.

A key part of the event was a discussion on enhancing dialogue between the judiciary and civil society. Among the contributors was Tetiana Lysovets, Vice President of the Ukrainian Bar Association. Experts explored ways to build public trust in the judiciary, the role of human rights initiatives, and the importance of professional communities in transforming the justice system. Tetiana Lysovets emphasised the crucial role of civic organisations in facilitating communication between the justice system and the public — an essential factor for the effective functioning of the legal system during wartime and recovery.

During the event, Ambassador of Finland to the OSCE Vesa Häkkinen stated: “We stand together with our Ukrainian partners at a time that reflects resilience and responsibility in these difficult days for the country. The war has tested Ukraine’s justice system. Yet even under these circumstances, the judiciary continues not only to deliver justice and uphold the rule of law, but also to reform and move forward.”
